BOARD OF CONTROL MINUTES June 10-12, 2014 Murfreesboro, TN

2. Approved Minutes of Last Meeting 3. Board voted to give the state office permission to conduct the Regional and State Volleyball Tournament draw. 4. Approved the Financial Report of the 2014 Basketball Tournament Series 5. Approved the Financial Report of the 2014 Wrestling Tournament Series 6. Approved the Report of the 2014 Athletic Directors Conference 7. Approved the Report of the 2014 Cheer Coaches Conference 8. Reviewed/Approved the Report of the District and Regional Coordinators 9. Reviewed the Sportsmanship Report of the 2013-14 School Year This completes the 23rd year of the sportsmanship program and we continue to approach this area from many different aspects each year. A full report is always given to the Board of Control by the staff in regard to the number of coaches ejected, disciplinary action, unsportsmanlike incidents investigated, etc. The 19th year of the A. F. Bridges Program was also reviewed. The Board voted to continue to provide $1,000 scholarships to student-athletes at the 27 schools that are annually selected as A.F. Bridges Award winners. 10. Approved the Division II Need-Based Financial Aid Final Report 11. Discussed the Administrators’ Meeting Schedule and Agenda 12. Heard update regarding the collection of information regarding regional basketball tournament sites. 13. Reviewed the Division I and Division II 2014 State Basketball Tournament Allotments 14. Heard update regarding partnership with PlayOn Sports and the NFHS Network 15. Voted to table allowing the use of PrivIT Electronic Pre-participation Physical Forms if schools choose to do so. 16. Voted that: (a) TSSAA continue to print the TSSAA Directory and TACA pay expenses and shipping. (b) TACA would be allowed to print one card that will be good at our championship events all year with picture ID required and one person allowed free admittance. (c) TACA will have a representative at the gates to help with disrespectful coaches. (d) All passes must be sent to the Athletic Director of the School. No passes should be sent to an individual’s home address. 17. Heard update regarding agreement with Huddle, Inc. who provides the tickets for championship events. 18. Heard update regarding the DII Committee Meeting 19. Heard update regarding Wrestling Weight Management Fees and their anticipated costs in future years. Additional expected expenses will be repairs/purchases for the scales and equipment needed. 20. Voted to make an exception and allow all schools in Girls’ Wrestling to compete in one classification due to the fact that at this point in time there are only two girls that would compete in Division II. The Legislative Council would review the numbers of Division II athletes competing in Girls’ Wrestling on an annual basis to determine if there are adequate number of athletes to compete in Division II. 21. Heard update regarding the Olympic Development Program in soccer. 22. Board voted to approve the “Fee Schedule” for officials beginning with the 2014-2015 school year. 23. Heard update regarding classification timeline. The state office will be collecting enrollment figures for every school after the 20th day of the 2014-2015 school year. Board policy states any school that has a 20% increase or decrease in enrollment which causes them to change classifications must be moved. 24. Board voted to table the football classification plans that were discussed. The three plans the Board is considering are: 1. The current 6-class plan that is in place 2. The 5-class plan that was in place prior to the current plan 3. An alternate 6-class plan that would place the 32 football playing schools with the largest enrollments in 6A. All 32 would qualify for the playoffs. The remaining schools would be classified in the other five classes and qualify for the playoffs based on the “old” 5-class plan. Board voted to remove the following items from the District/Region Tie-Breaker criteria: 6. The team who has the greatest number of victories over teams in its own class. 7. Ten yard-line overtime procedure at neutral site Monday night at 7:30 p.m. Voted to add: Coin Toss Voted to keep items 1-6 and item 17 in place for the criteria set to determine Wild-Card spots after the District Champion and Runner-Up are determined.

Board voted that if two teams from the same district meet in the semi-final round, the team seeded higher in the district standings shall host. 25. The Board voted to approve the following regarding Two-A-Day Football Practices:
  1. Practice time in pads may not exceed 3 hours in a single practice.
  2. If there are multiple practices in pads in a single day, the total practice time in pads may not exceed 5 hours, with practices separated by at least three hours of rest in a cool environment.
  3. No student shall participate in multiple practices in pads on consecutive days.
A practice is considered a practice in pads if helmets and shoulder pads are worn at any time during the practice. A practice would also be considered a practice in pads if helmets and pants with hip, thigh and knee pads are worn. If weather postpones a practice in pads, the practice may resume after conditions are deemed safe and the remainder of the allotted practice time may be completed. 26. Heard Appeal of Clinton High School regarding Disciplinary Action stemming from an incident during their soccer match with Knoxville Central High School on May 5, 2014. 27. Approved Renaissance High School’s Request for TSSAA Membership. Renaissance High School (formerly Middle College High School) is a public school in the Williamson County School System. It has an enrollment of approximately 140 students. If approved, they will plan to participate in bowling and cross country. 28. Approved Bartlett Ninth Grade Academy’s Request for TSSAA Membership. Bartlett Ninth Grade Academy will be part of the newly formed Bartlett City School System. It will be a ninth grade academy only. They plan to co-op in all sports with Bartlett High School. 29. Heard update regarding SAT/ACT College Test Prep Program. TSSAA has partnered with eknowledge in order to offer SAT/ACT Prep material to students and student-athletes for under $20.00.
