TMSAA Minutes

November 17, 2004

The Tennessee Middle School Athletic Association Committee held its first meeting of the school year on November 17, 2004 at the TSSAA Office.  Members present were Vic King, Norma Beshears, Hardin Satterfield, Mike Fulkerson, and Bob Yancey.

Committee members were given an updated list of TMSAA member schools and the Areas they have been assigned.  Fifteen schools have requested to become members starting this year.  To date, we have 280 member schools in the Tennessee Middle School Athletic Association.

A group of middle Tennessee principals, athletic directors, and coaches met in April at the TSSAA Office and considered realigning the Middle Tennessee Area and Sections for post-season tournament purposes only.  The new alignment has no effect on who the schools decide to play during the regular season.  It does, however, give every school in middle Tennessee an opportunity to participate in an Area and Sectional Post-Season Tournament if they decide to do so.  A report on this meeting was presented to the committee.

Members of the committee were given a report of the unsportsmanlike incidents which occurred during the 2003-04 school year.  After discussing the information, the committee decided to continue requiring that a Game Administrator be appointed by the principal of each host school to supervise every varsity contest in football and basketball.  The Game Administrator must be someone other than one of the participating coaches.  The Game Administrator of the host school is required to conduct a pre-game meeting which must include the coaches, officials, and security personnel.  Included in the pre-game discussion is to be a review of the expected behavior of everyone involved in the contest.  This should be a very positive meeting that sets the tone for an enjoyable contest.

TSSAA Bylaws state that only students who are enrolled and in regular attendance at a school may participate in off-season practice.  We have, however, allowed incoming sixth graders and ninth graders to go to their feeder schools in the spring and participate in weight lifting and conditioning.  The committee discussed whether or not this is necessary.  Committee members decided that our middle schools are consistent with what is allowed at the high school level.  Weight lifting and conditioning during the off-season by students not in regular attendance at the school has not been an issue with incoming middle school students.  Most schools do not allow elementary school students to come over and start weight lifting and conditioning.

The committee discussed the Independent Game Participation Rule, TMSAA Sports Calendar, Area and Sectional basketball tournament sites, and the Wrestling Weight Management Program, but no changes in our current policy were recommended.
