LEGISLATIVE COUNCIL AGENDA

 

December 4, 2002

 

Hermitage, Tennessee

 

1.      Proposals of 2002 Regional Meetings

 

a.      Voted that action be delayed on the proposal to Change Article I, Section 2 of the TSSAA Bylaws to state:

 

Effective with the 2005-2006-classification period, all public schools shall play in Division I and all non-public schools shall play in Division II.

 

The proposal, if passed, would not go into effect until the 2005-06 school year.  By delaying action, this gives the Legislative Council, Board of Control, and TSSAA Staff an opportunity to inform the member schools of the changes and the impact those changes will have on all schools.  It will also allow an opportunity to explore all options.  The Legislative Council has requested that a presentation be made by the staff in regard to these possible changes and options at the 2003 fall administrators’ meetings. 

 

b.      Voted to take no action on the proposal from the regional meeting to change Article II, Section 1 of the TSSAA Bylaws to allow home schooled students to participate in athletics at the public school in whose zone or attendance area they reside.

 

c.      Voted to take not action on the proposal from the regional meeting to change Article II, Section 10 (Independent-Game Participation) of the TSSAA Bylaws to allow students to participate in independent games in soccer while participating on the TSSAA soccer team.

 

2.      Bob Baldridge of the TSSAA Staff gave a report of the Home School Study Committee

 

3.      The TMSAA Committee approved the proposal from the Tennessee Middle School Athletic Association that the number of dates cross-country is allowed to participate during regular season be changed from eight to 12 dates.

 

4.      New Business

 

A.      Approved Grundy County High School’s request to move from the 4th Athletic District to the 3rd Athletic District and Van Buren County High School’s request to move from the 3rd Athletic District to the 4th Athletic District. 

 

B.     Voted to take no action on the proposal from Red Boiling Springs High School to change the Hardship Rule (Article II, Section 30) to permit exceptions to the semester rule.

 

C.     Elected Ed Foster, Principal at Ooltewah High School, as Vice-President of the Legislative Council.  This election was held as a result of the retirement of former Vice-President Pete Stafford.
