BOARD OF CONTROL AGENDA

November 6, 1997

1. Roll Call

2. Approval of Minutes of Last Meeting

3. Drawing for the State Wrestling Tournament

In the past, the Board of Control has instructed the state office to make the draw for the State Wrestling Tournament. For the last 10 years the Board of Control has instructed the state office to make the draw and not to release the draw until the Sunday preceding the State Wrestling Tournament. In Division II, we would release the draw on Tuesday preceding the State Tournament. The procedure for not releasing the draw until the Sunday preceding the State Wrestling Tournament has worked very well and the state office is recommending that the same procedure be followed this year.

4. 1997 Regional Meetings

The regional agenda is shown as Supplement #1. Please note the member of the Board of Control who will be presiding at each regional meeting. Please be aware that we will again have the presentation of awards at the beginning of each of these meetings. The Board of Control members whose terms expire are John Dixon, Morris Rogers, and Harry Durham. Legislative Council members whose terms expire are John Dixon, Jean Litterer, and Steve Wilkinson. In addition, there will need to be an election in the 2nd Athletic District due to Pete Stafford’s resignation at the beginning of the school year. Pete has since returned to South Doyle and is eligible for re-election. As you can see, there are two legislative proposals and two administrative proposals on the agenda for the regional meetings, all of which should provide excellent discussion and interesting meetings. There are proposals that affect all schools in our membership. It is very critical that we have excellent attendance and that all Board and Council members urge administrators of schools to be present at the meeting.

5. Financial Report of the State Golf Tournament

The State Golf Tournaments were played at Graymere Country Club in Columbia, Old Fort Golf Course in Murfreesboro, and Henry Horton State Park in Chapel Hill. It was the seventh year of classification and the first year of Division I and II. The tournaments were again very successful with outstanding weather. We had 48 boys and 33 girls participating in Division II, 72 boys and 55 girls participating in the A-AA Tournament and 72 boys and 54 girls participating in the AAA Tournament, for a total participation of 334 student-athletes. The Executive Director will make a report on the tournaments. Supplement #2 contains the financial report.

6. Appeal of Westwood High School

Westwood High School is appealing disciplinary action for violation of the recruiting rule. Supplement #3 contains a letter to Westwood High School regarding violations and penalties.

7. Appeal of Kingsbury High School

Kingsbury High School is appealing disciplinary action for violation of the recruiting rule. Supplement #4 contains information in regard to violations and penalties imposed on Kingsbury and its appeal.

8. Final Approval of the Audit

The Board of Control members were given a copy of the audit at its August meeting. Please bring your copy of the audit with you to the Board meeting in case any further questions regarding the audit should occur at the meeting. Final approval of the audit and budget will be made by the Board of Control at the November meeting.

9. 1997 National Federation Athletic Directors Conference

The National Federation Athletic Directors Conference will be held at the Opryland Hotel on December 17-21. This is an outstanding meeting every year. It is beneficial to all school personnel. The Board of Control members who are able should try to attend the conference. A preview of the conference will be given by the staff. It is a very important conference this year with the TSSAA and the THSAAA hosting the conference.

10. Proposal from Brentwood Academy

Supplement #5 contains a letter from Brentwood Academy regarding a change in policy for TSSAA in determining when investigations by TSSAA should occur and how. This proposal deals with school-to-school relations. The Executive Director will provide background into present policy regarding investigations of rules violations.

11. Nomination of Executive Director to National Federation Board of Directors

Ronnie Carter is to be nominated to represent Section 3 on the National Federation Board of Directors in July 1998 to serve a four-year term. There will be some time out of the office in the four-year period of time. While the amount is limited, it is an item that should be discussed and approved by the Board of Control in order for him to accept the nomination.
