2. Approval of Minutes

3. Results of the 1997 Regional Meeting

Supplement #1 shows the results of the voting on the Legislative Proposals and the Administrative Proposal. Supplement #1 also contains minutes of the Legislative Council meeting on December 3, 1997 which gives the action of the Council. The Board needs to review the vote regarding the Administrative Proposal concerning Sectional Tournaments and take action. Additional information will be provided by the staff.

4. Approval of Membership Applications for the 1998 Calendar Year

It is the policy of the Board of Control to approve applications for membership for the current year for all schools that have filed for renewal of their membership prior to January 1.

5. Financial Report of the 1997 Boys’ and Girls’ State Cross Country Meet

The financial report of the 1997 Boys’ and Girls’ State Cross Country Meet is in Supplement #2. As the Board is aware, this is the fourth year that we have charged admission for the State Cross Country Meet. Our gate receipts for the previous meets were: 1994 - $5,265.00; 1995 - $6,520.27; and 1996 - $6,296.39. Our gate receipts for this year’s meet was $8096.00. The overall net loss to TSSAA for cross country for this year was $1,256.47, as compared to 1996, when the overall loss was $1,483.80.

The 1997 State Cross Country Meet was again a very exceptional meet with the addition of two more races due to the addition of Division II. There was an excellent atmosphere at the event.

6. Financial Report of the 1997 Cheerleading Competition

The financial report of the 1997 cheerleading competition is contained in Supplement #3. As the Board of Control is aware, this was the second year for the cheerleading competition and the event again went very well. A full report will be provided by the staff.

7. Financial Report of the 1997 Volleyball Tournaments

Supplement #4 contains the financial report of the 1997 volleyball tournaments. As the Board is aware, the Division I (A-AA and AAA) tournament was at MTSU and the Division II tournament was at APSU. The staff will make a full report and also provide information regarding the 1998 tournament possibilities.

8. Financial Report of the 1997 Girls’ Soccer Tournaments

Supplement #5 contains the financial report of the 1997 State Girls’ Soccer Tournament. This was a tremendous year for the State Girls’ Soccer Tournament. We went from one classification (three games) to three classifications (A-AA, AAA, Division II) with all nine games being played at the new stadium in Chattanooga. A full report will be provided by the staff.

9. The 1998-99 TSSAA Calendar

Normally, we approve the calendar at this meeting. Since there are possible tournament format changes in basketball, we will place this item for final approval on the March agenda.

10. Drawing for the Regional and State Tennis Tournament

The drawing for the regional and state tennis tournament needs to be made. It has been the policy of the Board to instruct the state office to make the draw for tennis.

11. Salaries for TSSAA Employees for the 1998-99 School Year

The Board of Control has been setting salaries for the next fiscal year at the January meeting. This is done so that this information can be made part of the suggested budget which is presented at the March meeting. In setting salaries, it is suggested that the Board give consideration to salaries paid for comparable work in other state high school associations and in similar businesses. The Financial Committee of Mike Reed, Harry Durham, John Dixon, Mickey Dunn, and Fred Kessler, will meet and make a proposal at this meeting.

12. Fayette Academy Requests Membership in TSSAA

Supplement #6 contains a letter from Fayette Academy requesting membership in TSSAA, effective with the 1998-99 school year. They are requesting to be placed in Division II in the West Tennessee region for 1998-99.

13. Tennessee Christian Academy Requests Membership in TSSAA

Supplement #7 contains information from Tennessee Christian Academy requesting membership in TSSAA, effective January of 1998.

14. Nashville School of Arts Requests Membership in TSSAA

Supplement #8 contains a letter from Nashville School of Arts requesting membership in TSSAA.

15. Report of Actions of State Board of Education

Mr. Bob Baldridge will give a report of the recent action of the State Board of Education to amend Rule 0520-1-2-.08. This concerns limiting the number of regular season games played on the middle school level, elimination of practice during the school day outside the TSSAA sports calendar, and elimination of P. E. credits for practicing. Mr. Baldridge will also provide the Board with an update on the Legislature.

16. Conflicts With Baseball Schedule in 1998 Spring Fling

Engle Stadium will not be available on Tuesday night, Thursday night, and Friday night of the Spring Fling. We can play four games on Wednesday, two on Thursday, two on Friday, and two on Saturday. This is due to the fact that the Lookouts had to request a hold on these dates in December of 1996. At that time the contract for the Spring Fling had not been awarded to Chattanooga.

The staff will report on the conflicts and also on the options that are open to us at this time.

17. Report of The Right Team Program

Supplement #9 contains the report for October, November, and December for the Right Team Program. The program is sponsored by Baptist Hospital and the Governor’s Highway Safety Program and is a tremendous service for our association and schools. This overview gives the Board a picture of what is being done for schools through this program.

18. TCRS Resolution

Supplement #10 contains a memorandum from the TCRS explaining the Brinnial Actuarial Valuation. All of this information will be discussed with the Finance Committee and a recommendation will then be made to the Board. All members should read the information in Supplement #10.
