MINUTES OF BOARD OF CONTROL

Tennessee Secondary School Athletic Association

December 11, 1996

Nashville, Tennessee

1. Denied the request of Johnson County High School in regard to the enrollment figures that were used in determining their classification.

2. Denied the request of Jellico High School in regard to enrollment figures that were turned into to the State Department of Education.

3. Denied the appeal of Clarksville Northeast and Clarksville Northwest. The request was based on the projected enrollment rather than the actual enrollment as submitted to the State Department of Education in September, 1996.

4. Denied the appeal of Whitwell High School for the enrollment figures that were turned into the State Department of Education.

5. Denied the appeal of Houston County High School based on the enrollment figures that were turned into the State Department of Education.

6. Denied the appeal of Mitchell High School in Memphis to move into a different classification after the cut-off period.

7. Denied the appeal of Sullivan East High School to be allowed not to participate in the football playoffs, but remain in the basketball tournament series.

8. Approved the appeal of Tennessee School for the Deaf.

9. The state office presented a proposal for Division I football classification. The five classification proposal had eight regions in each classification.

a. Approved IA football and changed Region 4 to Region 5 and Region 5 to Region 4

b. Approved the proposal for 2A football and moved Tellico Plains from Region 3 to Region 2.

c. Approved the proposal for 3A football and changed Region 6 to Region 7 and Region 7 to Region 6.

d. Approved the proposal for 4A football.

e. Approved the proposal for 5A football and aligned Region 7 with Bolton, Bartlett, Jackson Central Merry, Millington, Munford, Memphis Central, and Memphis Overton; and placed in Region 8 Collierville, Germantown, Houston, Hamilton, Kirby, Whitehaven, and White Station. Also in 5A, approved the alignment of Region 4 to include Columbia, Lincoln County, Coffee County, Warren County, Franklin County, Oakland, and Riverdale; and that Region 5 be aligned with Smyrna, Lavergne, Brentwood, Gallatin, Hendersonville, Lebanon, and Mt. Juliet.

10. Mandated that regional schedules be played on 2, 4, 6, 8, 10, 9, 7, 5, etc. playing dates.

11. Approved the proposal for Class AAA in basketball, baseball, girls' softball, golf, cross country, girls' volleyball, girls' soccer, track, tennis, and soccer.

12. In Class AA, approved the move of Chattanooga Arts & Sciences from District 7 to District 8.

13. That Districts 9, 10, 11, and 12 be changed as follows: Smith County, Jackson County, York Institute, Livingston Academy, DeKaIb County, Cannon County, and Macon County be placed in District 9; that Hume-Fogg, David Lipscomb, Martin Luther King, Portland, Westmoreland, White House, and Page be placed in District 10 that Greenbrier, Montgomery Central, Stewart County, Fairview, Harpeth, and Waverly be placed in District 11; and that Hickman County, Spring Hill, Lewis County, Marshall County, Loretto, Richland, and Giles County be placed in District 12.

14. Voted that Volunteer be placed in District 1 and Happy Valley be placed in District 2; and that Daniel Boone be placed in District 1 and Unicoi County be placed in District 2.

15. Voted that Humboldt be moved from District 14 to District 13.

16. Voted that the proposal for Class AA basketball, baseball, and girls' softball be adopted as amended.

17. Approved the proposal for Class A basketball, baseball, and girls' softball.

18. Approved the proposed plan in Class A-AA in golf, girls' volleyball, cross country, girls' soccer, track, tennis, and soccer.

19. Approved the wrestling proposal, including the proposal for one class in dual meet wrestling.

20. Took no action in regard to Division II schools concerning the classification plan.
