  1. Discussed problems with the current Sub-State basketball format and determined that the sectional format to be presented to the membership for a vote in regional meetings be one with three teams advancing from the region tournament and that the sectional tournament be played through a championship round with both champion and runner-up advancing to the state tournament.

  2. Approved financial reports on athletic directors conference, regional coordinators meeting and cheerleading coaches conference. Total loss on athletic directors conference was $1,413.35. Total expense on regional coordinators meeting was $6,456.72. Total net on cheerleading coaches conference was $769.29.

  3. Recommended the Legislative Council reject a proposal from the Tennessee Wrestling Coaches Association that would make a wrestler academic eligible the first of the season be eligible the entire season. It turned down proposals to: A. Never begin the state tournament before Feb. 15; B. Return to a "Large/Small" or "A/AA and AAA" format for Division I wrestling; C. Turned down proposals that would change weigh-in times; D. Add a fourth two-day tournament; E. Add a Sub-State format for state duals tournament series.

  4. Established that the state track meets be held on Friday and Saturday of Spring Fling with Division I Class A/AA girls, Division I Class AAA girls and Division II girls be held on the same day and Division I Class A/AA boys, Division I Class AAA boys and Division II boys be held on the same day. The boys and girls meets will be held on alternating days, either a Friday or Saturday, of Spring Fling. In 1998, the girls meets shall be held on Friday and the boys meets on Saturday with the days reversed in 1999.

  5. Determined that the state track meet 3,200-meter run be held at 9 on the day of the meet with field events and running events held later in the day.

  6. Dropped the team relays format at a sponsored event.

  7. Requested track coaches emphasize safety precautions involved with the pole vault and have coaches report how many schools continue to have pole vault as an event.

  8. Determined that the decathlon and pentathlon table remain unchanged for one more year.

  9. Announced the awarding of $49,900 in settlement funds in an agreement with anti-trust suit against Reebok Corporation.

  10. Heard a recommendation from State Board of Education and State Department of Educational officials that middle school basketball games be limited.

  11. Left officials fees for all sports and turned down proposals that would mandate five-member crews in a specified number of football games.

  12. Maintained the present format for treatment of unsportsmanlike conduct penalties.

  13. Rejected a request from Clarksville High School to make an exemption on the limit of non-faculty coaches.

  14. Turned down a disciplinary action appeal from Columbia Academy.

  15. Took no action on a request from Greenfield that First Assembly Christian School, which has withdrawn from the TSSAA, be prohibited from playing TSSAA member schools.

  16. Approved the financial report for wrestling:

A. Invitational tournament, TSSAA net share: $738.30.

B. Regional Dual tournament, TSSAA net share: $426.25.

C. State Dual meet, TSSAA net share: $3,267.29.

D. Regional tournaments, TSSAA net share: $2,721.19.

E. State tournament, TSSAA net share: $3,728.15.

  1. Turned down a request from Oak Ridge that amendments be made to the financial format for Sub-State basketball games.
  2. Voted to keep the Division II, Class AA football playoff format the same as was approved by the Division II competition committee.
  3. Delayed until August a request from Bradley Central that it host the 1998 state dual meet wrestling tournament.
  4. Reviewed a projected 1997-98 budget of $1,565,000.
  5. Awarded the 2000 girls and boys state basketball tournaments to Middle Tennessee State University with the TSSAA guaranteed $51,800 of in-kind gifts.
  6. Voted to make cheerleading rules meetings mandatory beginning this year.
  7. Approved increases in ticket prices in all sports at the state tournament level. Prices shall be, in all sports except football and basketball, $5 at the state tournament level. In all sports except football and basketball, ticket prices beyond the regional level shall be $4. In football, tickets shall be $6 for the first four rounds, $10 for one all-day Clinic Bowl ticket or $25 for a Clinic Bowl ticket good for all three days. In Division I basketball, $55 shall remain the price for a tournament book. For the Wednesday and Thursday sessions, prices shall be $6 general admission. On Friday, general admission tickets shall be $7, and on Saturday, general admission tickets shall be $8. Reserved seats, on both Friday and Saturday, shall be $10. In Division II, ticket prices shall be $6 for quarterfinal games, $7 for semifinal games and $8 for championship games.
  8. Awarded Chattanooga a five-year contract to host Spring Fling with the TSSAA receiving $220,000 ($40,000 for each of the next three years and $50,000 for 2001 and 2002) in addition to numerous in-kind gifts.
