BOARD OF CONTROL MINUTES
June 15-16, 2010

  1. Approved Minutes of Last Meeting


  2. Voted to give the state office permission to conduct the Regional and State Volleyball Tournament draw


  3. Approved the Financial Report of the 2010 Basketball Tournament Series


  4. Approved the Financial Report of the 2010 Wrestling Tournament Series


  5. Approved the Report of the 2010 Athletic Directors Conference


  6. Approved the Report of the 2010 Cheer Coaches Conference


  7. Heard the Report of the District and Regional Coordinators


  8. Heard the Sportsmanship Review for the 2009-10 School Year


  9. Heard Report of the Finance Committee


  10. Approved the Division II Need-Based Financial Aid Final Report


  11. Reviewed the Administrators' Meetings Schedule

    These meetings will be held later this upcoming school year. They will begin on September 20 and run through September 30.


  12. Approved the request to change the Regional Basketball Tournament Format for Region 3AAA

    The schedule for Region 3AAA will be as follows:

    Thursday, February 24 - Girls' Quarterfinals
    Friday, February 25 - Boys' Quarterfinals
    Saturday, February 26 - Girls' and Boys' Semifinals at the central tournament site
    Tuesday, March 1 - Both Boys' and Girls' Championship games

  13. Approved the Region 7A request regarding change in Basketball Tournament Format

    Region 7A will play the following schedule:

    Thursday, Feb. 24, 2011 - Girls' Quarterfinals
    Friday, Feb. 25, 2011 - Boys' Quarterfinals
    Saturday, Feb. 26, 2011 - Girls' Semifinals
    Monday, Feb. 28, 2011 - Boys' Semifinals
    Tuesday, March 1, 2011 - Girls' Finals
    Thursday, March 3, 2011 - Boys' Finals

  14. Voted that in Regional Basketball Tournaments, if games are not moved for the semifinals, they will remain at the central site for the remainder of the tournament


  15. Heard Update on TACA Directories/ID Cards


  16. Heard Update Regarding Possible Licensing Resource Group (LRG) Contract


  17. Reviewed the D-I and D-II 2010 State Basketball Tournament Allotment for Teams


  18. Denied request from Wilson Central High School to change the State Bowling Tournament Format


  19. Heard report regarding the closing of Memphis Jewish High School


  20. Approved the dates for the State Soccer Tournament during the BlueCross Spring Fling would remain as they were during the 2010 Spring Fling, with the tournament being held Tuesday through Friday.


  21. Voted to rescind the officials' fee schedule that was passed in August for the next three years and replace it with the existing fee schedule from the 2009-10 school year and let it remain for the 2010-11 school year.

    Also voted to form a committee of three Board members and two TSSAA staff members to study the officials' fees schedule.


  22. Denied request from Peabody High School to change the first official practice date for Basketball in 2010-11


  23. Heard Update Regarding Contract with PlayOn! Sports


  24. Approved the TSSAA Media Regulations for 2010-11


  25. Heard Report Regarding Elliston Baptist Academy's Withdrawal of Membership


  26. Discussed TSSAA Catastrophic Insurance Coverage


  27. Voted to waive for the 2010-11 school year the rule that requires volleyball and cross country teams to practice three days before scrimmaging.


  28. Approved extension of contract with A & M Products for another two years


  29. Heard Litigation Report


  30. Approved Sacred Heart of Jesus High School Request for TSSAA Membership

    They will be placed in Class A, District 15. In cross country and golf, they will be in Class A-AA, District 15. They must be an affiliate member for one year.


  31. Approved LEAD Academy Request for Membership in TSSAA

    LEAD Academy is a charter school under the jurisdiction of the Metropolitan Nashville Board of Education. It is designed to become a 5-12 school adding a grade each year. The 2010-11 school year will be the first year for 9th grade.

    They plan to offer all sanctioned sports in which they have enough interest to field a team. LEAD Academy will be placed in Class 1A, District 10 in football; Class A, District 10 in basketball, baseball, softball, and volleyball; Class A-AA (Middle Tennessee) in track and field; Class A-AA, Region 6 in individual wrestling and Region 8 in dual wrestling; and Class A-AA, District 9 in cross country, golf, girls' soccer, soccer, and tennis.


  32. Approved Brentwood High School's Request to change the D-I Traditional State Wrestling Tournament Format to a double elimination tournament

    Denied Brentwood High School's request that the price of admission on the final day of the state wrestling tournament be adjusted for children 12 and under.


  33. Discussed Basketball and Football Bids

    Voted to table a proposed extension of the current football contract with Cookeville and the Putnam County Chamber of Commerce until the August Board of Control meeting.


  34. Approved the request of Farragut High School regarding the All-Star Rule, granted the event in question takes place before the start of school


  35. Approved the request of Science Hill High School regarding the All-Star Rule, granted the event in question takes place before the start of school


  36. Discussed the classification timeline for moving schools that have a 20% decrease or increase in enrollment


  37. Approved proposal from Germantown High School concerning how representatives are chosen from each region for the State Duals in wrestling

    Regions would determine the number of teams to participate in the Regional Dual Meet, with the requirement that there be equal representation from each district. For example, a 4-team tournament would have two teams from each district, a 6-team tournament would have three from each district, and 8-team tournament would have four teams from each district. The region can establish a format to determine its region champion and runner-up to represent its region at the TSSAA State Duals, for example, allowing for a true second format to be used.
