BOARD OF CONTROL MINUTES
June 3-5, 2007
Pigeon Forge, Tennessee

  1. Approved Minutes of Last Meeting
  2. Voted to allow state office to make the draw for the Regional and State Volleyball Tournament
  3. Approved Financial Report of the 2007 State Basketball Tournament Series
  4. Approved Financial Report of the 2007 Wrestling Tournament Series
  5. Approved the Financial Report of the 2007 Athletic Directors Conference
  6. Approved the Financial Report of the 2007 Cheer Coaches Conference
  7. Heard the Report of the District and Regional Coordinators
  8. Heard the Sportsmanship Review of the 2006-2007 School Year.

    Voted to require players and coaches ejected in soccer to sit out the next two contests.

    Voted that contests cannot be added to schedules for the purpose of avoiding players/coach sitting out games for ejections.
  9. Reviewed the suggested Budget for the 2007-2008 School Year
  10. Voted to take no action on any change in our catastrophic insurance coverage.
  11. In regards to Mt. Pleasant High School's Proposal for a change in the Basketball State Tournament Schedule, the Board instructed the staff to bring back any possible changes to consider at the August Board meeting.

    Voted to change the format for determining the brackets for the state basketball tournaments. On the Sunday following the girls' sectional games, the head coach and an administrator from each school that has qualified for the state tournament will be required to attend the draw. The boy's state basketball tournament brackets will be determined in the same manner on a date prior to their tournament. This is the same format that was used prior to the current format in place at the present time.
  12. Approved the Request of Elliston Baptist Academy for Membership in TSSAA.
  13. Voted to add a Mercy Rule in Basketball and Football.

    In football, there is a mandated continuous clock when one team gets a 35-point advantage over it's opponent in the second half. The clock would only stop at the end of the quarter, for timeouts, injuries, scores, and safety purposes. If the margin falls below 35-points, regular timing procedures will take effect.

    In basketball, there is a mandated continuous clock when one team gets a 35-point advantage over it's opponent in the fourth quarter. The clock would only stop for shooting fouls, timeouts, injuries, and the administration of technical fouls. The clock will continue to run for the remainder of the game, regardless if the point differential gets closer than 35-points.
  14. Approved Proposed Changes in the Dual Meet Wrestling Tournament

    The Division II Dual Meet State Tournament will be held at Father Ryan High School, along with an invitational tournament for smaller schools in Division II in wrestling. The Class AAA and Class A/AA Dual Meet State Tournaments will be held at Clarksville High School. Class AAA will continue to bring eight teams to the Dual Meet. Class A/AA will increase the number of teams at the State Dual Meet from four to eight.
  15. It was determined that Ketron Intermediate School meets the requirements to participate in the Cooperative Program. Therefore, no action was required.
  16. Voted to continue the Mr. Football and Mr./Miss Basketball Awards. Currently neither award has a sponsor, as American General recently decided to discontinue sponsoring the Mr. Football Awards. If no sponsor is found by the beginning of the 2008-09 school year, then a fee of $100 per school will be assessed to all schools that have football and basketball to help offset the costs of these awards.
  17. Heard the Financial Aid Report
  18. Denied the request of Faith Heritage Christian Academy for Membership in TSSAA for the 2007-08 school year and instructed the school to bring back to next year's June meeting more specific information in regard to the sports they intend to have.
  19. Approved the request of Southwind High School for Membership in TSSAA
  20. Denied the proposal from Region 2 in Wrestling in regards to changing their region alignment. The Board requested that Region 2 take the proposal back to the Tennessee Wrestling Coaches' Association for its consideration and bring it back to the Board at the June 2008 meeting.
  21. Approved the Bowling Substitution Rule. The rule is as follows:

  1. When a substitution is made during a game, that substitute must complete the remainder of the game. Two substitutions are permitted each game. The starting player once removed cannot return to bowl for the remainder of the game.
  2. The opposing coach must be notified of a substitution before the substitute bowler throws his/her first ball. Failure to notify the opposing coach of a substitution will result in a zero pin-fall for those balls thrown by the illegal substitute. A substitute bowler cannot enter a game to shoot a spare unless the original bowler is physically unable to complete the frame. If a bowler is substituted in the middle of a frame that bowler cannot bowl again for the remainder of the match.
  3. If the starting bowler completes at least 4 frames and is removed from competition then that player receives the game score. However, if the starting bowler completes less than 4 frames the substitute will be credited with the game score.
  4. Substitutes will receive no additional practice throws on the competition lanes prior to entering a game.

  1. Heard proposal from Comcast/CSS and decided to not take any action at this time until the staff could hold conversations with Sinclair Broadcasting and BlueCross/BlueShield of Tennessee.
